Canon World

Fate/ is essentially a modern canon that suggests "what if secret magecraft society based out of London?" and "what if you could summon heroes into D&D type classes and make them fight each other?"

Magi in Fate/ rely on bloodlines to pass magic on. They have things called magic crests that provide magic circuits - channels for magic to flow through. The number of circuits limit one's power and ability, and it is mostly accepted that this cannot be improved in one's lifetime. (Waver contests this in canon.) By marrying other magi, offspring can be more powerful than their parents. Thus there's an inherent class system with magi, and that's become a political tool as well. There are a great many noble families and they are frequently tied to each other through marriages.

Many magi study in the canon version of Hogwarts, called the Clock Tower, in London. It has a number of academic departments, and is generally a competitive place.

-At age 19 in 1994, Waver Velvet (English mage) was bullied so hard by his professor, Lord El-Melloi I/Kayneth Archibald, for writing a paper that suggested "hey you can be a good mage if you practice a lot rather than rely on bloodline to delineate power."
-In response to public mockery, Waver decided to steal a magical summoning artifact for a magical battle royale in Japan and participate to show that he's just as good a mage as anyone else. This was the Fourth Holy Grail War.
-Waver proceeded to magically summon Iskandar/Rider/Alexander the Great in Japan, and launched into said battle with a cheerful conqueror to contrast against his own grumpiness and general dislike of everything.
-Waver's general grumpiness and narrow view of life was chipped away during this time.
-A battle royale means folks die, and to that extent, Iskandar/Rider did so at the end. However Waver was an improved person for their time together, and he promised to follow in Rider's footsteps.
-Waver decided to stay in Japan, and then travel for a while. However, he came back to England in order to help the house of his now dead professor recover from said professor's death in the Holy Grail War.
-In gratitude, Waver was given the title of El-Melloi II by the new head of the house, provided that he serve her for the rest of her life.
-Waver then proceeded to become a professor, first in the Minerology department of the canon's version of Hogwarts, called Clock Tower. He then became head of the Modern Magical Theory department.
-About six months prior to Waver's canon point, he met a young girl named Gray who he met after an incident in a graveyard. (Canon is vague about what this incident was.) Gray became his student and apprentice, and acts as his bodyguard as well.
-Just before Waver's canon point, Waver investigated a particular strange magical mystery on behalf of the person who gave him the El-Melloi II title. The adventure saw him and Gray go to a place called Castle Arda and deal with not only a mysterious will, but also fight off a murderer on the grounds.

Personality

Waver's generally an aloof and sort of grumpy person. He started out as a hothead as a young man, very angry at the world for not recognizing the obvious fact he was a genius, but that was cooled down by Iskandar's influence and Waver's desire to follow after him. However, being at Clock Tower has had an impact. He is well known as a lecturer, somehow charismatic even though canon only ever depicts him as grumpy and ill tempered, and canon states that he is no longer ambitious (compared to the young man who stole something and ran off to Japan with it.)

Beyond that though are two important parts of his personality: loyalty and responsibility.

Loyalty lies primarily with his regard for Rider. When the two parted ways, Waver promised to live by Rider's example of conquering without humiliation and following the man's endless dream. Waver has worked since then to see his king again, taking all kinds of assignments and risks in order to receive permission from the person who gave him his title to give him back Rider's relic and let him participate in the next Holy Grail War. That kind of loyalty can't be bought or sold.

Responsibility comes in when discussing what happened after the Grail War. Waver's professor who humiliated him, Kayneth, was killed during the war's proceedings. Going back to Clock Tower and helping his family rebuild was a sign of going "yes I played a part in this man's death" and being rewarded for it was a sort-of thank you from the family's new head, Reines. Reines also gave Waver the title to keep him close and to serve her, which Waver does to (but mostly to see Rider again.) But Waver is also responsible towards others, such as Gray who he gets genuinely concerned about when she is in danger during their time in Castle Arda fighting off all kinds of problems. He also does things like ask Gray if she's OK with heading into a dangerous situation vs staying home, and generally checks in with her. Her safety is a major concern, and that's something that speaks to how he views himself in relation to her.

Waver has little quirks too. He likes video games, he doesn't care for some of his students, and he bristles when Reines jokes about them being siblings. The bristling and dislike feed into how he comes off, and the video games tie back to Rider. During their time together, Rider began playing games and always tried to get Waver to join in. After he died, Waver picked up the hobby.

Strengths & Weaknesses

Strengths
-Waver's very smart and good at breaking stuff down. He loves analysis, he's damn good at it, and the Case Files has him rattle off theories like there's no tomorrow.
-He can also help provide input and build things. For example, he comes up with how to turn a mercury familiar into a fully automated maid, leaving Reines to do the actual work since she's the more powerful mage. Canon doesn't elaborate on what kind of magic was used, but given that Waver can rattle off information about angels and historical uses of chaos magic off the top of his head, it is safe to say that it was probably something he had time to research and plan.
-Waver is capable of some hypnotic suggestion. This is limited by the strength of the will of others, meaning that any mage more powerful than he is can easily break it. Others with strong wills would be able to do the same.
-Waver is also an alchemist, which Fate/ is vague about but implies he has a good knowledge of chemistry. This also encompasses tracking spells, analyzing material for traces of magecraft, and potion making.
-He's dealt with a lot of rude comments before, so they tend not to sting as much these days.
-His cigars hide protective barriers he can create. The range is fairly small, and can contain maybe one or two others in a short radius. (Canon is vague on this fact.)

Weaknesses
-Waver is physically frail. He pants after running for a little while, it is actually a bit sad.
-Waver, as a weak mage, has little self defense beyond his cigar-barriers. He is not a combat mage and due to how his magecraft works at home, he never will be.
-Generally Waver is not equipped for missions of war, and is best left at home. He is a total liability.
-Does not camp much or know how to cope in wilderness, given he lives in London.

Fit

Waver's a weird guy who resents politics but is also a part of them. He always seems to just want to focus on magecraft, but gets dragged into other matters. It's also a contrast with his younger self who seems to care a lot more about the politics, and I'd like to use Thedas and its various systems to explore that contrast. I'd also just like to have him have a chance to be curious rather than grumpy and jaded.

Rider is also already in-game, and it is established in canon that Waver very much wants to see him again. I'd like to play out what happens after that reunion.
